I am not sure about this but their manner suggests they are tucking into rationed food.
(The farcical bit is that they think the food will over-ride the snoring.)
They now moan about the way the food budget is organised.
Some of the food they were about to eat has been returned to store. Pangs of guilt.
(I'm not sure I could eat off that table - everybody's a*se has sat on it.)
