In order to make train journeys even longer, British Rail could reintroduce the Locomotive Act of 1865. That restricted the speed of locomotives to a maximum of 4 mph. It was also known as the Red Flag Act - someone had to walk in front of the train waving a red flag as a warning. The act also applied to road vehicles so reintroducing the act would have quite an impact laugh
