Affects mainly people who do tax returns each year and have to pay HMRC the tax in January (and for some also July),

HMRC has announced two changes which will affect how taxpayers will be able to make payments to HMRC.

  • From 15 December 2017 it will no longer be possible to make payments to HMRC at a post office. The contract with Santander which allowed this method of payment expires on that date and Santander and HMRC have not reached agreement on a new contract. Where electronic payment is not possible, payments can still be made at bank branches (with a payslip) and payments for self assessment income tax can still be posted to HMRC.
  • From 13 January 2018 it will not be possible to pay HMRC using a personal credit card. The timing of this change coincides with the date from which HMRC will no longer be permitted to charge fees for payment by credit card.

I suspect eventually it will become mandatory to pay by online banking.

Yes, which I find worrying ....as a lot of people ....particularly perhaps my generation and older ...still don’t use online banking

At least for the time being people can send a cheque through the post to HMRC (for personal tax) or at their bank (provided they've got an official payslip from HMRC) but for how long will they be able to.

The hardest hit will be those members clubs, some of which have to pay corporation tax. That won't be many but they aren't allowed to pay through the post. HMRC have stopped sending them payslips so they can't pay at the bank. They won't be able to use a credit card as they can at present. They will be forced to use online banking and for that type of organisation, online banking will be a complete mystery.
