It's the batter mix that's poured through the holes in the frying basket and produces small bits

ours are just the bits that fall off the fish...they place the fish straight into the fryer and no basket involved

Now I come to think of it yes they do put the fish straight in to the fryer but maybe to bolster the batter they pour the mix through the basket also
