It's clearly a wardrobe malfunction. Tracy Brabin has got a broken ankle and her dress slipped of one shoulder as she moved towards where she spoke.

You can't see it slipping, but it's obviously not intended and after she spoke you can see she's having difficulty getting back to her seat.
