That's right: in cinema, "portmanteau" is basically a fancy way of saying an "anthology film".

As for culture: here in the UK, the best known examples are probably those made in the 60s by Amicus, the "other" British horror studio after Hammer.

 

Having said that, "Dead of Night" was made much earlier by Ealing.  One of it's more bizarre contributions was as the inspiration for Fred Hoyle's Steady State model of the universe - now widely rejected in favour of the "Big Bang" model.
