The workmen did not wear any hi vis jackets etc and they produced no identification other than to say "I am the manager"

Was it  a real parking ticket, or one that looks similar? was it from a traffic warden or  the police? - they are the only ones that you legally have to pay.

If it's a 'notice' from a private parking company, she is under no obligation to pay it, it's merely a request for payment, like an invoice.
