It's funny how they change the vocabulary based on the area. I agree with you, they are refugees... When the recent University massacre took place [gone blank on where, Nigeria?] in the early stages a reporter outside was saying there were still an unknown number of corpses inside. They only had about 15 confirmed dead at that time... to me, if that had being a European or Western country they would have said unknown bodies or the dead or victims. . Corpses seemed so impersonal to me.. 
By the end when the victim figures reached 150 or so they started using bodies to describe them instead of corpses...
